Full Job Description

This is a chance to be in charge of safety at a really important naval base in the United Kingdom. As a Diving Safety Officer at HMNB Clyde, you will be very important in making sure that diving operations are safe, follow the rules and do not hurt the environment. You will work with people and military personnel. As Diving Safety Officer, you’ll take the lead in managing and continually improving the Diving Safety and Environmental Management System (DSEMS) and the Safe Diving Process at HMNB Clyde. You’ll make sure all diving activities meet legal requirements, MOD policies, and recognised industry standards—helping to uphold the highest levels of safety while protecting the marine environment.

Responsibilities

• Lead the effective management and continuous improvement of the Diving Safety and Environmental Management System (DSEMS).
• Oversee and maintain the Safe Diving Process at HMNB Clyde.
• Ensure full compliance with statutory regulations, MOD policy, and industry best practice relating to diving safety and environmental protection.
• Provide Suitably Qualified and Experienced Personnel (SQEP) expertise to the NBC Clyde organisation.
• Deliver assurance, governance, and technical leadership across all diving activities.
• Oversee diving-related risk management processes.
• Monitor and support operational readiness for diving operations.
• Engage with key stakeholders (civilian and military) to maintain safe and compliant diving practices.
• Contribute to maintaining high standards of maritime safety within a strategically important naval environment.

Person Specification

We want to find a person who’s a certified HSE Diver. This person needs to meet the standards that the Health and Safety Executive sets for being good at diving at work. We also want this person to have a NEBOSH Certificate in Occupational Safety from NEBOSH. This will show us that they really understand how to keep people safe and healthy at work. The HSE Diver certification is very important to us. We also need someone with a NEBOSH Certificate.

Practical experience as a Diving Supervisor is really important. This job needs you to confidently manage dive operations and make sure safety procedures are followed. A qualification, as a Diving System Auditor, is not. It would be great to have. It would give you an edge.
